2019年,举国上下隆重庆祝新中国70华诞,空前激发爱国热情,振奋民族精神。永洋人凝心聚力、奋发作为,用干事创业的新成就,为祖国献礼。一年来,我们始终坚持转型升级总目标,全面落实董事会决策部署,在全体干部员工共同努力下,践行新发展理念,推动高质量发展,全年实现销售收入63亿元,上缴税金3.9亿元,为永年经济发展做出了突出贡献。
销售市场不断拓展。全年完成销售147万吨,同比增长4%,其中轨道钢系列106.5万吨,同比增长3.8%,扁钢系列40.5万吨,同比增长6%,基本实现产销平衡,资金回笼率100%,产品市场占有率进一步扩大。
产品质量持续改善。白灰合格率99%,铁水平均合格率93%。钢坯质量稳步提升,优特钢合格率达到99.95%。轧钢产品低倍合格率达到96.3%,同比提升33.4%。产品质量的持续改进赢得了用户信赖,重点产品的关键质量指标大幅提升,其中弹簧钢的疲劳寿命已达到行业先进水平。2019年开发新牌号、新规格32项,制定个性化技术协议9项,赢得用户好评。
经营成本大幅降低。烧结、炼铁、炼钢、轧钢有序开展技术攻关,通过优化工艺、调整原料配比、对标挖潜等一系列手段有效降低了生产成本,吨钢综合能耗达到行业先进水平,企业竞争力进一步增强。
设备运行趋于平稳。全年完成设备技改164项,围绕炼铁炉缸组织重大检修1次,查处整改设备隐患476项,累计创造效益、节约成本5300万元。炼铁设备运转率达99.89%。炼钢设备运转率大幅提升,轧钢设备发挥最大效能,全年设备完好率达85%。
安全环保成效显著。全年除炼钢1.18事故外,其他单位重大安全事故为零,千人轻伤率完成2.11%。环保设备运转率100%,污染物达标排放,重大环境污染事故为零,烧结烟气超低排放治理经验成为邯郸市标杆。
一年来,我们用汗水浇灌收获,以实干笃定前行。面对复杂多变的外部市场环境、面对转型升级政策导向的严重干扰,面对高频次停限产和安全运行降本增效的突出矛盾。我们坚持稳中求进工作总基调,按照考核大纲既定工作思路,统筹推进稳增长、促改革、提质量、降成本、抓环保、保安全,推动公司各项工作取得新突破。
一、抓主体强协调,在统筹工序衔接上实现突破
2019年是永洋新区稳产增效的一年,炼铁、炼钢主体装备首次大修,设备效能充分提升,轧钢设备保障有力,产量创历史新高。安全、环保、技改项目逐步完善,产品质量逐步提升。公司领导班子精诚团结、科学施策,调度协调有序,统筹安排,各生产分厂全面落实主体责任,积极完善制度、细化管理、使目标责任层层分解,压力层层传导,经济指标实现新突破。公司上下统一认识,统一理念,创新管理模式,提升管理质量,真抓实干,确保全年工作目标的超额完成。
二、抓市场优服务,在规避经营风险上实现突破。
2019年,随着国家对房地产行业调控的加强和中美贸易战的升级,以及高频次的停限产的政策,钢铁行业受到冲击,营销部做为公司的尖刀团队,快速反应,积极应对,从提升销售团队的业务素质入手,聘请北京营销专家教授销售心理学知识,学习挖掘用户潜在需求的销售技巧,同时深入开展市场调查,扬长避短,调整产品结构,灵活制定销售策略,进一步优化销售服务,通过为用户提供个性化的定制服务,提高软实力,成功抢占了市场。
原料采购紧跟市场变化,及时调整采购思路和方向,制定合理库存和采购方案,有效降低了采购成本,为整体生产经营稳中向好创造了有利条件。
三、抓安全治污染,在巩固治理成果上实现突破。
安全管理方面:一是坚持“安全第一、预防为主、综合治理”方针,采取有力措施,认真做好综合监管工作。定期聘请专家来公司进行安全检查,每季度联合公司各相关部室进行安全联合大检查,全年组织检查106次,排查整改隐患和问题1832项。二是深入落实国务院、省、市文件要求和会议精神,认真组织开展“冶金行业三年专项整治”、“有限空间专项整治”、“双控”建设等活动,成果显著,得到上级单位认可。三是强化人员培训,全年组织新工人入厂安全培训2890人次,抽查安全知识考试7150人次,组织消防安全综合应急演练1次、消防专项演练4次,大大提高了全体职工学规程、用规程的积极性,夯实了安全生产的基础,强化了职工的安全意识,有效地降低了安全生产事故的发生。
环保治理方面:一是强化内部管理,常抓不懈做好环境卫生,认真开展环保日巡查。二是完善手续,持续环保设施改造。投资5000余万,完成烧结机头烟气循环利用、发电脱硫、料棚除尘等环保深度治理项目15项,完成清洁生产验收、碳排放核查、污染深度治理、危废合规处置等环保相关手续7项,环保治理水平在全市名列前茅。
四、抓成本提质量,在提升竞争实力上实现突破
降低成本方面:各部门主动开展节能降耗技术攻关。一是改进工艺,提高效益。炼铁厂调通过优化配矿工艺、提煤比、降焦比等措施,有效控制了冶炼成本,缓解了烧结库存压力。炼钢厂通过与安工大、北科大、东北大学等院校合作,实施智能加料、废钢预热、声呐化渣等项目,提高了转炉理论及操作水平。轧钢厂实行设备维修集中统一管理,鼓励职工自制加工件27000件,节约消耗110余万,修旧利废成果显著。二是强化管理,细化责任。动力厂不断提高和稳定发电量,完成10KV站SVG动态无功补偿,争取了供电局的用电奖励。各科室积极发挥部门职能,为车间提供服务,为生产提供支持。
质量提升方面:技术部围绕三关键管理,做好质量攻关,配合炼钢厂优化渣系和脱氧制度,提高重点产品钢水洁净度;优化保护渣参数,提升连铸坯表面质量;优化加热和轧制工艺,提升钢材低倍质量和钢材表面质量。钢水非金属夹杂物合格率、钢轨低倍合格率、圆钢顶锻合格率、货叉扁钢直钢率均有所提升。
五、抓顺行抢进度,在夯实设备管理上实现突破
2019年,新区主体装备顺利运行,轧钢指挥部围绕轻轨项目建设抓工期、抢进度,从去年6月至今已完成主体施工,预计今年6月调试试车。技改项目持续推进,烧结烟气循环、炉顶煤气回收、水处理改造顺利完成,二期脱硫脱硝、二期皮带上料全部试车,5#料棚正式投运,变电站第三电源送电。设备部依托“七分养护、三分维修”的管理理念,认真组织设备点巡检,规范设备操作,有效避免了各类设备事故的发生,备件消耗有了明显下降。供应部加强内部管理,细化人员分工,加快订单跟踪,充分利用招标比价的制度优势,提高了采购质量。
六、抓公益惠民生,在深化村企共建上实现突破。
让员工生活得更加幸福是我们的奋斗目标。公司始终坚持“企业发展依靠员工,发展成果惠及员工”的发展思想,2019年,公司实行员工工资上调10%,大大提振了一线员工的工作热情,高标准装修了职工公寓楼,改善了职工的生活条件,广泛开展暑期慰问、困难帮扶、大病救助等活动,积极为困难员工排忧解难,企业的凝聚力、向心力和战斗力得到进一步增强。持续加大资金投入,提升幼儿园、学校、养老院、医院设施水平,实现了学有所教、病有所医、老有所养,切实增强老百姓的幸福感、获得感。
2020年工作任务及要求
公司总的目标是:提高创新研发能力、加快人才培养引进,确保年产生铁150万吨、钢坯172万吨,特钢型材155万吨,确保全年无重大安全事故,提升环保治理水平,加快老厂区搬迁和重轨线建设,力争轻轨线项目达产达效。
公司总的指导思想是:坚持以创新发展为引领,全面提升管理水平,强化工作落实,围绕“保安全、抓环保、提质量、降成本、稳运行”重点任务,凝心聚力,奋发作为,开创高质量绿色发展新局面。
下面就做好2020年工作,我提几点要求。
一、围绕坚定信心,提升高质量发展动力。
2020年,是公司提升管理水平的攻坚期,创新发展的提速期,任务艰巨而繁重。各部门一把手要持之以恒谋全局,绘制好任务分解时间表和计划路线图。坚定不移抓大事、抓难事,啃下制约目标完成的“硬骨头”。坚持与公司保持一致,坚定信心,真抓实干,确保全年工作目标胜利完成。
二、围绕防范风险,夯实高质量发展础。
要持续落实“冶金行业三年专项整治”、“有限空间专项整治”、“双控”建设要求,深入开展标准化班组建设。牢固树立安全红线意识,提升安全管理水平,强化安全责任落实,夯实安全管理基础。确保项制度真管用、措施真到位,整改真彻底。真正做到处处有人管、层层有人抓。要强化安全培训,增强安全意识,提升安全技能。提高应急管理水平,突出抓好事故防范,狠抓重点区域、重点环节的安全管理,对于发现的问题,要建档追踪,整改到位。加强外包施工队伍安全监管,确保安全监督无盲区。
三、围绕绿色发展,抓牢高质量发展关键。
当前,环保仍是企业生产经营不可触碰的高压线。我们必须严格按照国家最高标准,围绕绿色高质量发展做好环保治理,巩固来之不易的成果。全体干部员工要高度重视,任何人做任何事、任何工作都必须考虑到环保,确保环保工作上,一点漏洞不出,一丝侥幸没有。各单位要完善环保制度,加强内部管理,加大管理力度,用更高标准、更严要求推动环保工作提升,保障生产达标排放,保证厂区环境干净卫生。

五、围绕服务市场,共享高质量发展成果。
继续推行技术营销,服务营销。科学分析市场动态,及时掌握用户需求、精准施策,打好“主动仗”,下好“先手棋”,不断提升服务质量和服务水平,寻求行业内主流用户的合作,扩大市场占有份额。加大产品研发投入,推进品种结构优化升级、产品产业链延伸。加强技术攻关,改进产品品质,提高市场竞争力。要围绕特种钢的研发,加大技术投入,增强持续发展后劲提高应对经济下行的抗风险能力。
六、围绕降本增效,提升高质量发展水平。
采购部门要紧盯市场变化,把握机遇,科学备料,降低原料成本。以高质量新理念指导采购招标工作,健全和完善管理制度,建立动态模型,提升科学决策水平。进一步强化廉洁教育,预防贪污腐化,创新招标工作,拓宽供应渠道,用制度的约束和管理的规范为降本增效提供可靠保证。职能部室要坚持创新增效,深入行业对标,帮助生产单位把脉问诊,查漏补缺,挖掘降本空间,巩固管理成果。
七、围绕项目建设,跨越高质量发展关口。
2020年,工程建设任务依然艰巨,轻轨项目已接近尾声,重轨线的设计招标即将启动建设。铁路专线项目设计已获得铁道部批准,炼铁、炼钢二期工程已列入重大规划。指挥部要统筹安排,抓好进度;供应部全力保障设备到货和技术服务;企管部协助轧钢厂做好人员培训和人才配备;相关单位要超围绕大局,做好配合确保项目如期建成投产,跨越发展关口。
八、围绕作风建设,激发高质量发展活力
各级干部要坚持以董事长提出的“五要五不要”为指引,做“公德忠孝,能信仁义”的表率。一是要提振干事创业的精气神。要把精力集中到工作上来,以更严的要求、更实的作风主动工作。二是练就敢于担当的宽肩膀。勇挑最重的担子,勇啃最硬的骨头,在其位,干其事。三是坚持比学赶超的高标准。各部门要做到要敢与强的争,敢与好的比,争做一流,争当标杆。四是强化推动落实的执行力。坚持一竿子插到底,工作做到有安排、有督导、有检查、有奖惩,确保落责、落人、落实、落地。

Foreigners unite their hearts and work hard to make contributions to the motherland with their new achievements. Over the past year, we have always adhered to the general goal of transformation and upgrading, fully implemented the decisions and arrangements of the Board of Directors, and with the joint efforts of all cadres and employees, we have practiced the new development concept and promoted high-quality development. We have achieved sales revenue of 6.3 billion yuan and paid taxes of 390 million yuan throughout the year, making outstanding contributions to the economic development of Yongnian.
The sales market continues to expand. The annual sales volume was 1.47 million tons, up 4% year on year, including 1.065 million tons of track steel series, up 3.8% year on year, 405000 tons of flat steel series, up 6% year on year. The production and sales were basically balanced, the capital withdrawal rate was 100%, and the product market share was further expanded.
Continuous improvement of product quality. The qualified rate of lime is 99%, and the average qualified rate of molten iron is 93%. The quality of billets has been steadily improved, and the qualification rate of excellent and special steel has reached 99.95%. The low qualification rate of rolled steel products reached 96.3%, up 33.4% year on year. The continuous improvement of product quality has won the trust of users, and the key quality indicators of key products have been greatly improved, among which the fatigue life of spring steel has reached the advanced level in the industry. In 2019, 32 new brands and specifications were developed, and 9 personalized technical agreements were formulated, which won praise from users.
The operating cost has been greatly reduced. Sintering, ironmaking, steelmaking and steel rolling have carried out technological breakthroughs in an orderly manner. By optimizing the process, adjusting the raw material ratio, benchmarking and tapping the potential, the production cost has been effectively reduced. The comprehensive energy consumption per ton of steel has reached the advanced level in the industry, and the competitiveness of enterprises has been further enhanced.
Equipment operation tends to be stable. In the whole year, 164 equipment technical improvements were completed, one major overhaul was organized around the iron making furnace hearth, 476 equipment hidden dangers were investigated and rectified, creating benefits and saving costs of 53 million yuan. The operation rate of ironmaking equipment reaches 99.89%. The operation rate of steelmaking equipment has been greatly improved, and the steel rolling equipment has given full play to its efficiency. The equipment availability rate throughout the year has reached 85%.
Safety and environmental protection have achieved remarkable results. Except 1.18 accidents in steelmaking, there were no major safety accidents in other units throughout the year, and the rate of minor injuries per thousand people was 2.11%. The operation rate of environmental protection equipment is 100%, the pollutant emission reaches the standard, and the major environmental pollution accident is zero. The experience of ultra-low emission control of sintering flue gas has become the benchmark of Handan City.

In terms of cost reduction: all departments take the initiative to tackle key problems in energy conservation and consumption reduction technology. Through optimizing ore blending process, increasing coal ratio, reducing coke ratio and other measures, ironmaking plant dispatching effectively controlled smelting cost and relieved sintering inventory pressure. Through cooperation with universities such as Anyang University of Technology, Beijing University of Science and Technology, and Northeast University, the steelmaking plant has implemented projects such as intelligent feeding, scrap preheating, sonar slagging, and improved the converter theory and operation level. The rolling mill implements centralized and unified management of equipment maintenance, encourages employees to self produce 27000 pieces of machined parts, saves more than 1.1 million yuan, and achieves remarkable results in repairing and reusing waste. Second, strengthen management and specify responsibilities. The power plant has continuously improved and stabilized its power generation, completed SVG dynamic reactive power compensation of 10KV station, and won the power consumption reward from the power supply bureau. In 2019, the main equipment of the New Area will operate smoothly. The steel rolling headquarters will focus on the construction of light rail projects and seize the schedule. Since last June, the main construction has been completed. It is expected that the commissioning will be carried out in June this year. The technical transformation project continued to advance, and the transformation of sintering flue gas circulation, furnace top gas recovery, and water treatment was successfully completed. Phase II desulfurization and denitration, and phase II belt feeding were all commissioned. 5 # material shed was officially put into operation, and the substation was powered by the third power supply. Relying on the management concept of "seven points maintenance and three points maintenance", the Equipment Department carefully organized equipment spot inspection, standardized equipment operation, effectively avoided various equipment accidents, and significantly reduced spare parts consumption. The general guiding ideology of the company is to adhere to the innovation and development as the guide, comprehensively improve the management level, strengthen the implementation of the work, focus on the key tasks of "ensuring safety, focusing on environmental protection, improving quality, reducing costs, and stabilizing operation", and work hard to create a new situation of high-quality green development.
