2021年是具有里程碑意义的一年: “十四五”开局,中国共产党迎来百年华诞,全面建设社会主义现代化国家开启新征程。一年来,公司根据董事会的决策部署,积极贯彻新发展理念、构建新发展格局,全体干部职工在董事长“和尊信”价值理念的引导下,认真落实“五要五不要”工作要求,坚持“对内讲团结,对外讲信誉”的工作方法,抢抓机遇,强化操作,同心同德,奋勇拼搏,持续开展安全环境整治、节能降耗和提质增效,统筹推进生产经营、新项目建设和常态化疫情防控,加快实施多元经营、多领域发展,呈现了经营业绩和发展质量稳中向好的态势。全年集团公司实现销售收入81亿元,上缴税金5亿元,用踏实的行动书写了奋进路上的壮美篇章,为永年经济发展贡献了永洋力量。

l  公司概况

河北永洋特钢集团有限公司成立于1993年,公司坐落于邯郸市永年区永合会镇娄里村南永年特钢产业园区内,占地1400余亩,在册员工3600余人;经过近30年发展,已形成集制氧、烧结、炼铁、炼钢、轧钢、煤气余热余压发电、钢渣综合利用、烟气超低治理、生产用水循环深度处理等于一体的全循环经济产业链的民营钢铁联合企业,综合实力位于河北省百强,全国制造业500强企业之列。

l  经济业绩

2021年,面临双控、双碳的严峻形势和环保限产的压力,各生产单位迎难而上,精心操作,2021年永洋公司铁产量91.6万吨,粗钢产量102万吨,钢材产量140万吨;销售收入79.43亿元,纳税总额4.97亿元,净利润4.23亿元,总资产78.55亿元。经营部紧跟市场变化,灵活定价,多措并举,制定“竞品定价、运输补价”等销售策略,打赢了西南市场的保卫战,产品市场份额进一步扩大。全年完成钢材销售147万吨,较去年增长3.23%,资金回笼率100%,为公司的生产建设提供了坚强后盾。

l  环保治理

2021年,在双碳、双控政策叠加影响下,环保管控更加严格。全年执行重污染天气生产调控49次,烧结机平均生产负荷60%。公司严格落实减量排污,排污数值全部低于总量要求,完成轻轨环评、重轨、渣处理等项目的排污许可变更。规范环境管理台账建设,新建各类视频监管平台30余处,智慧环保体系初步建成,购置新能源电动车7台,绿色清洁运输正式启动,超低排放核查顺利通过现场审核。一年来,环保部认真开展自查自纠,不断加强巡查监管力度,各单位积极开展卫生清理和文创美化,公司环境卫生保持良好,内部管理有所提升,环保治理效果明显改善。

l  安全生产

一年来,安全部严格落实安全生产责任和管理制度,推行双控机制信息化建设和班组管理双达标建设。完善职责分工,健全各类安全制度,实现安全监管全覆盖,协助各单位学标准、辩风险、定措施,完善各岗位责任制度;强化安全隐患排查治理,全年共组织联合检查77次,排查整改隐患1392项,保障了生产和项目建设的安全运行,加强安全过程控制,落实各个作业现场的安全确认,提高全员安全意识,增强干部职工自主管理能力,加强安全知识和技能培训,组织各类安全专项教育培训15次,8人通过注安师、注消师考试, 安全管理技能有了较大提升。全年的安全工作,炼铁厂表现不俗,交出了零事故的满意答卷,除炼钢厂和企管部的摔伤事故外,其他单位轻伤以上安全事故为零,千人轻伤率2.07,比去年下降8%。

l  教育培训

永洋公司建立了“目标明确,内容全面”的人才培训机制,常年聘请华冶技校电气、机械、自动化等和生产相关的教师来公司讲课,2021年度共有192 名学生先后获得大专学历的毕业证书。2021年永洋公司工组织特种作业培训48次,培训人员达到8000多人次,新员工和转岗员工安全教育534人次。组织各项宣传、演练活动5次,新建安全文化长廊,营造了安全、和谐氛围。

l  设备管理

2021年,设备部布局智能运维管理模式,引进自动巡检系统,建立全优润滑体系,细化、量化点检指标,分级分专业点检,日汇报、周总结、月分析,及时发现系统缺陷,解决隐患故障,综合设备事故率同比减少80%。同时,苦练内功,提高设备自修率,外委检修率降低35% ,开展修旧利废3500余件,节余资金880万元,开展技术改造53项,建立自动化学习实验室,助力职工的技能提升。为减少资金占用,充分发挥备件超市的功能,及时调整代储备件,加强备件前置管理,在设计阶段优化设备选型,建立通用设备数据库,做到全公司大型备件的互通互用。

l  成本预算

2021年,受环保限产政策影响,铁、钢、轧生产负荷不足,产量下滑,成本控制压力巨大。炼铁厂精心操作,努力克服烧结频繁开停机的影响,全力控成本,保障高炉的稳定顺行;炼钢厂不断优化工艺,通过减少渣量,固化枪位、提高返矿率等措施,钢铁料消耗实现1041.69kg/t,同比去年下降6.21kg/t,创造业内先进指标。轧钢厂科学统筹两个厂区六个车间的生产,历经10个月完成50次的设备消缺改造,轻轨线顺利达产,严格控制备件消耗,不仅完成了综合成本指标,成材率较去年提高了0.2%。动力厂精细管理各能源介质的使用,精细组织检修、试车等重要节点的能源平衡, 贯彻“节支等同增收、修旧就是创效”的理念,综合利用各种废气、余热增加发电量,全年修旧利废84项、403件套,累计节约221万元。

l  创新发展

2021年12月16日,重轨生产线项目一次性试车成功,该生产线采用先进的自动控制系统,工艺装备处于国际领先水平,它的投产,标志着永洋特钢轧钢系统的智能化生产水平实现了新跨越。427天,20万土方,15万立方商砼,1万吨钢筋,2万3千吨设备,580公里电缆线,这一个个数字背后,凝聚着指挥部、基建、供应、设备等所有部门的心血和汗水,也展示了永洋人不畏艰辛、拼搏奋进、敢啃硬骨头的精神气魄,在此,我代表公司领导班子,向在项目建设和试车过程中辛勤付出、默默奉献的广大干部职工致以崇高的敬意和衷心的感谢!

l  社会责任

2021年8月,邯郸发生特大洪涝灾害,公司主动担当,通过邯郸市工商联向灾区捐资100万元,2021年教师节,捐款200余万元,支持永年一中、二中、邯郸一中等学校教育事业发展。投资80余万元补贴娄里、高窑村造林绿化,收购村民水果、蔬菜、粮食等作物30余万斤,惠民补贴30万元。2021年,公司对外捐赠累计支出800万元,展示了赤诚奉献、造福乡邻的永洋形象。公司回报社会的优秀经验,入选2021《中国民营企业社会责任优秀案例》,是河北省唯一入选企业,董事长为国担当、为民分忧、为社会尽责的事迹,受到中央权威媒体的争相报道。  

l  展望2022

1、坚持团结进取,真抓实干谋发展。

 2022年,二期烧结、棒扁线、铁路线、二期炼钢炼铁等项目即将全面启动,紧固件中心、天然气物流基地、办公楼、新城1号院等7个项目也将陆续开工,任务繁重,投资巨大,各部门、各单位、各板块要继续贯彻落实董事长“和尊信”的价值理念和“五要五不要”工作要求,以新的生产经营业绩为集团发展创造更大价值。

2、坚持常态化防疫情防控,狠抓安全环保管理。

当前,全国的新冠肺炎疫情仍未消除,各单位要加强预警,制定措施,科学防控,减少疫情对生产和建设的影响。在安全管理上:一刻不能满足,一刻不能懈怠,把制度建设和工作实际相结合,利用双控信息化建设的平台,丰富安全教育培训的形式,推进安全责任制和安全确认制的实施。在环保管理上:继续加强现场管理,提升管理理念和管理手段,加强对环保设备设施的关注,扩展知识面。

3、探索模式创新,提升设备运行水平。

设备部要继续完善设备管理体系,加强学习,提升技能,培养专业的管理团队,充分利用信息化、智能化的管理技术,深入实施管理前移,做好事故预防,加强设备进厂前的验收,发挥工业超市的优势,提高备品备件利用率,完善设备计量体系建设,提高计量准确性。

4、加速推进项目建设,增强发展后劲。

2022年的项目建设多线作战、齐头并进,工程管理难度增大,希望指挥部科学统筹,精细管理,抓好施工进度和工程质量。供应部加强合同落实,全力保障设备到货;企管部协助做好人员培训和人才配备;相关单位要超围绕大局,发挥职能,全力支持配合,确保项目如期建成投产。

5、深入开展管理创新,提升队伍建设。

Environmental protection

In 2021, under the influence of dual carbon and dual control policies, environmental protection control will be more strict. In the whole year, the production regulation in heavily polluted weather was carried out 49 times, and the average production load of sintering machine was 60%. The company strictly implements the reduction of pollutant discharge, and the pollutant discharge values are all lower than the total amount requirements, and completes the change of pollutant discharge permit for light rail environmental assessment, heavy rail, slag disposal and other projects. We standardized the construction of environmental management accounts, built more than 30 video monitoring platforms, preliminarily completed the smart environmental protection system, purchased 7 new energy electric vehicles, officially started green and clean transportation, and successfully passed the on-site audit of ultra-low emissions. Over the past year, the Ministry of Environmental Protection has seriously carried out self-examination and self correction, constantly strengthened inspection and supervision, and all units have actively carried out sanitary cleaning and cultural creation and beautification. Safe production
