Construction site: Yongnian Special Steel Industrial Park, Yongnian County, Handan City, Hebei Province

Project summary: Hebei Yongyang Special Steel Group Co., Ltd. plans to implement the relocation of urban steel plants and complete the "retreat from the city to the park". The relocated plant is located in Yongnian Special Steel Industrial Park in the west of Yongnian County. Through capacity replacement, the original backward production facilities are eliminated and technology and equipment are upgraded.

The proposed construction includes: raw material yard, sintering, ironmaking, steelmaking, continuous casting, steel rolling and other main facilities, as well as corresponding supporting public and auxiliary facilities. The construction production scale: molten iron 2120000 t/a, steel 2400000 t/a, steel 2200000 t/a.

4、 Working procedures and main work contents of environmental impact assessment

1. Working procedures

The EIA unit accepts the entrustment of the construction unit → formulates the overall EIA plan → environmental status monitoring and evaluation → project analysis → environmental impact prediction and evaluation → preparation of the environmental impact report → second information disclosure and public opinion solicitation → submission to the competent environmental protection department for review.

2. Main work contents

(1) Carry out investigation and monitoring on the current situation of the surrounding environment of the plant site

(2) Carry out engineering analysis on the project and calculate the emission of various pollutants.

(3) Analyze the cleaner production level of the project.

(4) Carry out environmental impact prediction and assessment during construction and operation of the project.

(5) Conduct technical and economic analysis on the environmental protection measures taken by the project, and put forward suggestions for improvement.

(6) The public's opinions and suggestions on environmental protection of the proposed project are solicited by issuing public questionnaires.

(7) Put forward the countermeasures and measures to prevent and mitigate adverse environmental impacts, so as to provide scientific basis for promoting the coordinated development of enterprise economic construction and environmental protection, and environmental management of environmental protection management departments.
